Self-willed seems to be implicitly contrasted against God-willed. The former desires her light — and is even willing to venture into the chaotic unknown for it — but is unwilling to collaborate with God and his will. Therefore, they oppress what they desire.

Thank you Craig. The full title is the "triple powered self willed" though the passage here is confusing - "one of the three triple powers". Are there three powers who each possess a triple power, i.e. the self-willed is itself triple powered, or is self-willed a facet which accounts for one third of the power of the whole? At face value the former seems to be the case.
