You got the account suspended for violating the T&C. The 18k is solely your responsibility. It sucks you lost 18k, but it was really dumb trying to play from US as Stars is very clear about what will happen when they catch you.

They donate the money to charities that focus on reducing gambling among minors. I think they're prohibited from keeping the money by their regulators.

I can't get past the notion that someone taking the time to visit his dying mother would get authorization from his backer to play in the USA and, presumably, sort out a VPN. Either your priorities are way out of whack or there's more to this than you are telling.

How does start just not block all IP's coming from the states for access to their site? Seems they could eliminate any risk of that. Also, seems that this is something that would be traced fairly quickly. So i'm not sure if you were able to log on why you would.

What I'm more curious about is if you were ever not playing from the USA. I'd bet you were an American VPN long term, which is why your backer had to cash you out, and you finally got caught.

If that is the case, the backer has all the leverage because you cannot ever out him and hope to get any of your money from him.

Prove us wrong and post 1 thing here that proves you were living outside the USA during the time you were playing. A visa, a lease, plane ticket confirmations? All would easy to have if you were actually living outside the USA and then had to come home.

If backer and horse agree to take the risk of having horse vpn/play from America, I say they split the risk and each take half the loss. Obv if horse chose to play from US w/o backers knowledge then it is only horse's responsibility. But with backers knowledge/agreement, horse shouldn't take full loss.

I dont appreciate how I came here for help and the majority of you want to attack me without reading the entire situation. You guys are whats wrong with poker nowadays. Im sorry I tried to move back to MD to be with my dying mother. Its important because if you were scamming Stars the whole time your backer could just take all the money and leave you in the dust.

You know very well that none of us can 'contact Stars' to get your details.

In fact, your OP has almost no details at all. Nothing about who you are. Nothing about who your backer is. Nothing about when/where you played.

The only thing certain from OP is that you broke rules, got caught, and now you want 2p2 to help you get some of your money back from the guy who was helping you cheat Stars.
