The constitution says that the President appoints Cabinet and Supreme Court members with the Senate whose role is to advise and consent to the Presidential appointments. Historically this has meant that the Senate goes along with whoever the President nominates. Rare exceptions had been bipartisan - for example Bork was rejected on the Supreme Court and Bolton for UN Ambassador by both R's and D's. Mitch started spiking Obama nominees by refusing to hold votes to confirm them. Now he's explained his hypocrisy on Kavanaugh by saying that if the opposite party holds the Senate then they don't have to appoint Justices - it wasn't about the timing of the election. So, yeah it seems plausible that he would just refuse to consent to a bunch of Biden Cabinet nominees. Very legal. Very cool.

Hahahaha, if you want to apply that standard then you'd get a lot more nay votes by counting the votes of senators from states that went for Trump this election than you would get by counting nay votes of Republicans at the time.
