I was reading about those scams and I guess it's pretty standard for them to offer more than you're asking, and then ask you to wire that excess amount to a 3rd party for whatever reason. I'm thinking in this case, he'll ask me to ship the 40 bucks to someone he knows to "pick it up" and the money order will turn out fake.
