The provincial government decided that weed could only be sold through the government corporation monopoly that sells liquor (but in different stores then the liquor stores), and the stores were all set to open the day it became legal.
Then there was an election, and the new government decided that private stores could sell weed, but there was nothing in place to license these stores, so they've just introduced the Cannabis Statute Law Amendment to create a framework for the issuing of licences to operate cannabis retail stores. These stores can open April 1, and in the meantime everyone has to buy online from the province and get stuff shipped through the mail.
Anyone who tries to sell weed in the meantime will be barred from getting a license, and the cops are still shutting down stores and pressing charges just like they have been all along.
Though of course municipalities can pass local zoning and licensing bylaws, which may not be ready by April 1st, in which case stores can't open until your city gets all that sorted out.
