Tea is the evening meal for the working class. You serve dinner food.

If you have your evening meal at 8-9pm, you can have afternoon tea in the late afternoon so you don't starve before diner (so I guess pre-dinner fits), and serve scones and cucumber or watercress sandwiches with the crusts cut off.
