I've been riding the bus to work for nearly a month now and I've only encountered two legit d-bags who caused a hassle for other people. One was the guy I was complaining about on Friday. Ran up to the bus as it was pulling away (mind you the bus is already running like 10 min late) on his cell phone. Spends a whole bunch of time trying to fish out some money trying to jam a crinkled dollar bill into the machine all while extremely distracted b/c of the phone call. People started hollering at him. It was ridiculous. I know I always have all my **** in order so I can get on in the most efficient way possible because it's rude to be that disruptive to other people.
However, I'd bet a bunch of money that this guy struggles in life (apart from the other obvious indicators like he's riding a bus lolpoors) because he's so socially inept. Probably divorced, doesn't see his children (legitimate or illegitimate ones), bounces from job to job. There are consequences for not falling into the socially acceptable part of the spectrum, which is all I meant by it's "not subjective".

aiott, I don't want to sound preachy; I spend a fair bit of time pondering this stuff and being preachy and judgmental are some of the things I beat myself up over. But I think true enlightenment comes from something like living your daily life in the best and most considerate way possible, whilst being accepting of all others around you for who they are. I love this DFW speech, which I think wonderfully addresses some of these issues (I'm sure ya'll have heard it before).
