Afaik they don't stop kids from running lemonade stands. Two of his examples were mowing lawns and newspaper routes. Idk how old I was but I used to mow my neighbors lawn for $20 when I was mowing ours and I had friends with newspaper routes. Unless I was accidentally breaking the law I don't think there's any law against that.

He's just making up what child labor laws actually do afaict.
