He could take a dozen of high ranked politicians with him into prison, that's why all he gets for betraying the government as well as every tax payer for billions is a 15.000€ fine.
He even earned money with the scandal for dishing out adhortatory letters to every news agency&reporter there is in Austria.
Law system is just sick over here and he planned and executed that over decades, creating laws during his time as financial minister that now make his activities only semi-legal.
