I just downloaded and installed pt3, when finished downloading i am being asked for PostgreSQL server information.

Server: localhost
Database user: postgres
Port: 5432
Password:

Above is what's given in the fields, when i enter anything for the password it tells me, "Unable to connect to this database, please check configuration."

What do I need to do?

Did you install the "Full" PT3 installation, so that it set postgres up for you?

The default password is dbpass.
If that doesn't work, you can remove the need for postgres passwords: How To: Remove PostgreSQL Password
