is it possible to search for a specific hand by hand number in Poker Tracker 3? if so, how/where?

There isn't a search as such. If you know what day you played the hand the quickest thing will be to select that day in the Winnings tab and choose Daily Hands in the bottom report and sort it by hand number.
Otherwise you can create a Custom Report in the Holdem Cash Hands (or whatever game type) section and include the Hand # stat. You can then either sort the report by hand number or add a filter for:
#Hand ## = 123
