The cache makes retrieval of information from the database much faster (particularly for the HUD), so should be kept up to date.
100% is good. 0% is bad. In Beta 30.6 once you have the cache at 100% it will be kept updated incrementally as you import so if it isn't 100% now you should run housekeeping.
