They probably couldn't replace the Thomas & Mack Center with a significantly higher building though. They are basically in the direction of the runways while the Tropicana isn't.
5,000 feet is almost a mile. Las Vegas/meaning Clark County really wanted an NFL team and I suspect that carried a lot of weight..... Whereas, Billy Walters, a sports-betting great, only wanted a golf course right on his part of the Strip at the end of the runway and gave a lot of comps to some County/Airport folks, if I recall correctly.
Dr. Ted Lee, a Trustee of Harvard Univ by the way, for his part built a Callaway par 3 golf course at his end of the NE/SW runway, but I'm pretty sure he did not give freebies away.
Years ago, I represented a landowner/casino operator at the SW business end of the NE/SW runway at what was then McCarran. We were constantly fighting over height restrictions. (The property has since been redeveloped as part of Town Square)
The key was that my client was there before that runway was built, was already zoned for a hotel casino and was building. The Government can take your land or air rights, but they have to pay for it.
All you can build at the end of a runway is pretty much a golf course or cemetery or low-rise business park. However, if you're on the land there first, that raises a takings issue re newly placed height restrictions.
