I think one major difference is the amount of fear has declined. If you even suggested opening anything back up again, a few months ago people would try to scream you down and accuse you of trying to kill everybody. Now people are used to more things being opened up.
Some still think we opened too early though. I even saw talk of waiting for a vaccine or cure before opening up. Those people might want casinos closed down.
I think people in the US did not take reasonable, minimum precautions, masks, social distancing, avoiding large groups, hand washing.... It was not a lack of fear, rather it seemed more a terrified response to an viral threat and a denial it exists.
As a result, the new cases, deaths, infection rates, lack of testing availability, et cetera
ranking the US among the WORST performing governments and people in the world.
If everyone practiced basic precautions, including masks, social distancing, and hygiene, the US would be on a level with Germany and other countries where the people cooperated with necessary precautions.
"No-maskers" are an embarrassment to this country and present a danger to other Americans. The American key phrase is
WE, the people", not every one for themselves....
"No-maskers" think that wearing a mask is some expression of "fear". They must be terribly frightened snowflakes underneath their bluster/bravado.
I think a mask is a common sense precaution, as well as a legal duty in many circumstances.
