Fox Sports owns the rights starting this WC. Their pundits are the absolute worst of those offering soccer on TV in America. I have no idea if you will be able to watch matches from your room. The last 3 Cup's rights were owned by ESPN and while they were only marginally better than FOX, every match was televised either on ESPN or ESPN2, both commonly offered in basic cable packages. However, Fox Sports is not commonly offered in packages.
Another option for you is to wait until you are here and sign up for the Fox Soccer App. I assume they will offer every game there and it is free for the first 7 or 14 days, I don't remember. After its only ~$20 a month for every single match they have rights too. I don't see why they would do things any differently for the WC. Besides, since the US didn't make the Cup, Fox is already going to be fighting a huge uphill battle getting random viewers since there is little to no interest in rooting for the "home team" by casual fans. They paid a fortune for the rights from what I remember basically banking on the US guarantee of making it.
