When people say bottom shelf, they usually mean well liquor. Because people in marketing are creative, there's also a category between top and bottom shelf that's called premium liquor. I would be surprised if you can't get the latter category at RW. +1 to that being a bad move.
I don't really drink liquor anymore except for whiskey/rum sippers so my more extensive experiences aren't that recent but I remember even at Cosmo and Bellagio the highest they went for comped vodka was Absolut and Ketel One. We asked several different waitresses for Belvedere and the answer was a friendly "sorry, can't do".
