Think about it.
Rio has more than 40 acres of parking space, including a total of seven levels of parking distributed on two garages.
I have no claims to industry knowledge, but I venture to guesstimate that without introducing access control to parking (like most strip resorts now has), "sufficient security presence to avert these types of incidents"
around the clock could call for 30 - 40 full time positions.
While I could be off by a factor 2, even as little as 15 full time armed security positions would cost the Rio more than half a million dollars per year in salaries alone.
