New York State is the fourth largest state in the United States of America in 2018 based on our latest projections, with a population of 19.86 million. The most recent official estimates from July 2015 put New York's population at 19,795,791. This estimate represents a 2.1% increase since 2010.
The logic is obvious, and I predict that Times "Square", "Chelsea", "Soho", "Harlem", and other keywords might be in MGM's Las Vegas future branding. "Eataly" is already going after "Little Italy."

Bearing in mind Chelsea has been an area of London for longer than the US has been a country, I’d be interested to see them try.

Chelsea is an area of New York City, many art dealers. Also, Essex, Suffolk, Hampton, etc... many cities and counties who have breached your challenge, long ago. Its everywhere..

IIRC, up until fairly recently, New York State was the third most populous state in the country. Hmmm, I wonder which state has grown so much in population (including a great deal of former NYers) that it has overtaken New York for that designation?
Incidentally, since I was curious and looked this up, a large fraction of the population lives in urban areas, some of which cross state borders. I'll use the metric of cities having an NFL team as the scale to measure against.
Approximately 35% of the US population lives in urban areas bigger than the largest urban area without an NFL team (Riverside, with Las Vegas just behind it), and 45% in cities bigger than the smallest urban area with an NFL team excluding Green Bay (New Orleans). 61% of the population lives in an urban area bigger than Green Bay, but that's cheating a little because Green Bay is less than a quarter of the size of New Orleans.
Altogether, 72% of the population lives in what the census defines as an urban area (50k+), or in cities bigger than Pascagoula, Mississippi.
