For TDB at least you don't get multipliers unless you make trips or better, I'm assuming it's the same for all the game types.
I think the appeal of the game is supposed to be "increased chance you'll have a big multiplier somewhere" since when you make a multiplier hand on a multiplier, all the remaining multipliers turn to 12x. So you could have a string of several hands in a row where all the spots are 12x. Fine- now you just need to get dealt something and we know how rare that is.
I haven't seen a definitive strategy for the game, but intuitively it makes sense to hold 1 as opposed to 2 offsuit high cards to increase your chances of making trips. Gutshots and 3 flushes become relatively more valuable. Either way, I don't plan on playing more to figure it out.
