Yah I've been on Boulder by Sam's town, cannery but not that far south. Just wondering if area down there is any different. I live in Henderson, although not downtown .... I recommend you do not plan a trip to the Strip/Las Vegas around staying at the Skyline, period. Go there for breakfast specials maybe.
Boulder Highway is a road, not a destination, and the road does not even lead to the Strip. (There are some very nice residential areas just off the highway and excellent park/athletic fields in Henderson, but it is not a vacation spot.)
Downtown Henderson is nothing like the Strip or even Fremont Street. It has a definite feel to it of "small Western town" and discount living. The city puts on events periodically that are worth attending, but Boulder/downtown just is not a place to stay for a few weeks unless you have business in the area.
If you are dead set on avoiding resort fees, but want Strip access rent a house or a condo/timeshare.
