I recently acquired a Virgin Mobile HTC Evo smartphone which provides wi-fi tethering (in other words it's a wi-fi hotspot as well as a smartphone) for up to 5 devices at an additional cost of $15/mo over and above the cell phone charges of $45/mo (non contract). It works pretty well, especially in areas with 4G WiMax (major urban areas) which is supported by this phone.
Some phones can, at least theoretically, be jailbroken and made to tether without the carrier's knowledge/in violation of the carrier's TOS. Whether the OP is technically able to do this, or whether the OP understands any of this, is anybody's guess.
Of course if one buys a dedicated wireless hotspot or aircard there is no need to worry about tethering.
