A politician's primary goal is to gain power. As Winston Churchill said: "Never let a good crisis go to waste." With every crisis comes opportunity, and there has not been a much bigger opportunity for a power grab than this pandemic.
Regarding masks, your opinion seems very uninformed. There are 600k+ dead Americans in large part because of mask wearing. Cloth masks that most people wear do not keep people safe. They are at best a net neutral but there have actually been studies showing that cloth mask wearers actually shed more particulates from basic activities like breathing than people who have no mask at all.
The worst thing about masks is that they give people a false sense of security. Elderly people were packing grocery stores like sardines thinking ineffective cloth masks would keep them safe when they should have been staying at home having their groceries delivered. Also, masks embolden sick people to go out because the mask provides an illusion of being a barrier to them spreading the disease.
That's not even mentioning all the people who don't cover their noses with their mask, pull their masks down to talk, touch surfaces and then touch their masks, reuse their dirty virus covered masks, or wear a completely silly mask like a piece of plexiglass barely covering the mouth which obviously doesn't do anything but has been allowed to be used throughout the US.
