If the apology is sincere and there is a genuine effort to change behavior, then it's at least tolerable. If there's a BS non-apology apology using language like "I'm sorry if anyone is offended" or claiming that you're not the person who was caught on video or audio, then it's not okay.
People can change. People can be rehabilitated If they couldn't, then we should just lock up every criminal forever with no chance of parole or execute them.
That being said, people should not get infinite second chances and sometimes you can tell right away when someone is incorrigible.
