There's almost nowhere where it's 100/steak. Cut is one of the more expensive places, and most of their (non-wagyu, 20-ish oz or under) steaks are in the $70 range. And if you share food, you don't need 1 steak per person. Get sides, apps, etc. 5 of us went to Echo and Rig last night and got a bunch of apps/sides, a couple salads, a fish, 10 jumbo shrimp, 2 smaller/medium-sized steaks and a 45oz tomahawk ribeye. Bill was 351 + tip. No corkage and we drank 4 really nice bottles of wine. It was fantastic.

You can dress like this nearly everywhere in Vegas, even if some places you might feel underdressed.
Echo and Rig, Herbs and Rye, or Cleaver would be my recs based on everything you said except for the sandals. I usually wear a jacket and jeans when I go to these places, but you wouldn't feel out of place at all in a golf shirt and jeans, even with sandals. You'd be severely underdressed in beach- or pool-wear, but you'd be underdressed in that at Outback too.
