There don't seem to be many that don't close between lunch and dinner service, I seem to remember being ok but not delighted with a 3pm steak in Capital Grille whilst struggling to work out anywhere else that might be open. I made a resolution to just hold out until 5/5:30 next time and walk up to a decent bar offering in a better steakhouse for immediate service.
As for 3am, I've tried steaks on obvious go-to 24hour places such as Grande Lux or Bellagio Cafe and B poker room. They will all suffice for an overwhelming hankering, but again it seemed a better solution to eat lite with a mental note to sort the steak deficit out 5:30pm the next day.
So both solutions for me tend to be the same, and my personal fav (for good service+great steak+quick turnaround) is StripHouse in PH.
I realise that hasn't really answered your question directly and I'll be interested to see what suggestions get put up, I might well try some. But to date, my conclusion has been to get a great steak the next day rather than a 2nd tier one now.
I just like playing poker from maybe 4pm to 2 am, so I am looking for food I can get outside of that window. Waiting until 5:30 gets me out of my rhythm. Ideally, in Vegas, I want a nice late lunch and a super-late dinner and I don't want to wait. Sometimes, I play so late, that maybe I should consider looking for some nice steak and eggs at around 7am.
I do miss having an option like the old cafe at Barbary Coast/Bill's.
And this is why I rarely eat on the Strip.
