Best place to stay if you like skinny, semi-skanky white chicks, especially if you tend to go to bed early: Hard Rock. Not close to poker at all, so be sure of your priorities.
I don't get why anyone would stay at Flamingo over Harrah's unless you like the pool. I've found the rooms at Flamingo to be pretty crappy, and often a mile hike from the nearest elevator. Harrah's is the perfect "it's not that bad" place, especially if you're playing poker at Venetian. Rooms are clean and somewhat updated, and very easy to get to.

What is the advantage of saying we have 2 in the room as opposed to the 4 that we will have? There will only be 2 double beds regardless. The extra cost is $400. I would not mind paying if there was any extra incentive.

I've never been charged for extra people in a Vegas hotel, even during the multiple occasions where I've asked for a roll-away bed.

Quad becomes "The Linq" at the end of the month after remodeling every room, and prices are going up. Harrah's is the new Quad (i.e., CET's lowest end strip property), which is an upgrade (see above), but you're probably paying more than you would have at pre-Linq Quad.
