I like pools on the top of the casino and closer to the strip (notably Cosmo and Cromwell), but the PH pool does nothing for me. I've stayed at PH a few times and have never had the desire to spend much time at the pool. They have done a few things to break up the "concrete beach" with cabanas and green areas with those bag toss games, but the low pool to concrete ratio is unappealing, IMO. They do have the flowrider if you're interested in that.
Never stayed at Paris, but their pool is certainly more visually appealing.
Food options are probably close, but I only really eat at Mon Ami Gabi at Paris (for the patio) or the GR burger place at PH. I would guess that Paris has the slight edge. Both places are close to other cheap food options with the outside area at Bally's and the mall.
I personally choose PH because I like the vibe and it's slightly cheaper (although I recently booked 3 nights in June and both places were the same price). My GFs parents are thinking about joining for a few nights while we're there and will most likely book Paris over PH strictly because of the pool and over Caesars because of the price.
