It's probably true that most slot machines hold more than that. But that's because low denomination machines generally (but not always) hold more than high denomination machines. And it's likely that while the majority of machines are low denomination, the majority of money is wagered on higher denomination machines, so the 8% average is skewered toward the high denoms.
But if you're trying to accumulate thousands of TCs in a day, you're probably going to want to play a somewhat higher denomination, so 8% might actually be on the high side if you're playing $20+/spin.
However, you can pretty easily find 98% VP at $10/TC at several Caesar's properties, which is a much better bargain. If you -don't- hit a royal, your expectation at these machines will be around 96% with lower variance than a slot. And if you do happen to hit a royal, you're pretty much a guaranteed winner.
