While your line of inquiry has a logical appeal, I do not think this breaks down that way:
1. The larger gaming operators opted off the grid a while ago and generate their own power. Whether they turned off the lights does not directly affect Nevada Power providing for residents.
2. I think the power generated from Hoover Dam is actually sold to California.
3. How much water is released or held in Lake Mead is subject to a multi-state Colorado River agreement.... Downstream states can consent to "storing" their allotment of the Colorado River's flow in Lake Mead. The folks who got short shrift were in Mexico, which the river has not reached in a pretty long time.
You may as well pray for a LOT of snow falling upstream next winter as that is the only way the Lake may rise in 2021 .... going to be a long hot 2020 summer, dependent upon power for AC in Las Vegas ... At least Clark County averted one looming crisis, (I think), by recently building a deeper "straw" into Lake Mead to assure water flow to the County.
