Many years ago, I represented some folks who had been busted scalping event tickets onsite at a major Las Vegas casino.
What became clear were the following factors:
Selling tickets for more than face value, at the venue, triggered issues for the scalpers. Tickets could be marked up and sold offsite. Comp tickets were commonly sold in a secondary market.*
If someone were actually arrested, a "standard charitable donation" + 1 year "probation", afterward... what was actually a "deferred prosecution", and everything would be dropped if there were no more problems.
However, that was many years ago, so not a reliable guide for today.
*Today, you see STNCharms, which are NFTs traded on secondary platofrms. At one point Stations has announced it would accept those NFTs as buyin tokens for gambling onsite.
