As to why the DOJ would repay players directly:
(1) definitely so they can audit tax records and collect taxes not only on this money but any other disbursements to that acct back as far as tax laws allow (7 years maybe?) My guess is they will make an immediate tax withholding (25%-50%) on any large sums.
(2) as Adam said, there will be $$$ not disbursed for whatever reason. If Pokerstars just pays the DOJ the total (net) outstanding player balance, most likely any remaining funds would be retained by the DOJ as part of their settlement agreement.
(3) one other important point not mentioned in the PC - right now it is ILLEGAL to distribute these kinds of funds in the US. I doubt the DOJ would be interested in setting any sort of precedent by allowing Stars or anyone in gaming/gambling to pay people out. Now likely the DOJ will hire (for a fee)/assign a payment processor of some sort to ultimately handle the actual nuts and bolts of it all, but they will do so with DOJ oversight.
