Very similar to other pools on various forums on 2+2

16 players all put in 100? 200? whatever, I dont care. 100 seems easier and includes more people.

Then everyone gets 1 team in the top 16 ranked teams, and 1 team in the bottom 16 ranked teams. Completely random, so no skill required.

I would simply put the 16 names of the people in the pool in one hat, and 16 names of the countries 1-16 in another hat. I would then set up skype with someone to watch me do the pool, and simply pick a name from one hat and a country from the other and that person would be given that team. I would then do the same for countries 17-32. Everyone gets 2 teams.
