Ok, I think there is a reason why a thread like this has some positive possibilities and why people should collect evidence, post it here and send it to stars. After having a long back and forth, you will see from their final reply that it looks like they will now be taking proactive steps vs grimmers.

Thank you for your patience. We have now completed our
investigation on 'Kak igrat'?'.
PokerStars considers efforts to deliberately avoid paying blinds
to be a breach of the rules that govern our services. I have
conducted a review of this situation, and, in looking at the
hands played by 'Kak igrat'?' recently, I found no evidence of
abuse.
Please understand that it may happen from time to time that
people will change their mind about playing at a table, and that
a player will not post a blind literally every time they sit at a
new table. In this case, given the player's history, it appears
to be an isolated, non-malicious incident and the player will be
given the benefit of the doubt that they had to leave the table
for a legitimate reason, such as a phone call.
While, on this occasion, we find that 'Kak igrat'?' has broken no
rules here, we do thank you for your vigilance - we're more than
happy to investigate such situations for you, to consider them in
detail, and take action when needed.
Please let us know if there is anything else that we can do to
assist you.

Is total nonsense. He did it i think 8 times in a row vs me alone. He infact always posts blind then sits out, leaves and starts a new table, rinses and repeats if any reg sits him. Is just annoying to get such an obtuse response such as "he may be answering his phone". But I suspect I won't be able to change your mind so will leave it at that. He is also part of the reason for the "name the scum bag regs" thread that was created on 2+2. I will just vent my frustrations there instead.

Thank you for your follow-up. Based on your email I did have the
case reviewed for a second opinion.
Upon this second review we did find information that suggests
this player has been breaking our rules as you have described.
This behavior is not acceptable.
Consequently, actions will be taken to ensure this player is
aware of our rules and that this sort of behavior is
unacceptable, before playing at our tables once more.
I expect that these actions will prevent the problem re-occurring.
Any player who has been caught breaking our rules will be
highlighted in our records. If their behavior is repeated, our
future reprimand will be much more severe.
I would like to apologise for any inconvenience our initial
review may have cause and thank you for taking the time to report
this.

similar situations.

So yeah, lets make this a thread to document these type of actions and keep stars informed (grimming/sitting out and in, in time with fish). They appear to be listening. Whilst many do and many don't think the table starting thing is scummy, it should be left and our efforts concentrated on other clearer cases of douchebaggery.
