On the flop, he's probably either got a flush draw or a set. An overpair is possible, but he'd probably bet with it rather than check-raise, given the sorta draw heavy board. My bet is the set, so I'd fold. Most people don't bluff at this blind level.
After the flop I think the same logic applies, but it's just less likely he has a draw and more likely a set because of the continued betting.
