I would reraise if I thought he was competent. If I think he is a total donk I would flat and be willing to play for stacks on most flops. Somewhere in between I reraise as well because of stacks.

A minraise here is really good, that way you get more money into the pot...just have to make sure you open shove dangerous flops so you don't get sucked out on.
