Rock Manor went through a major re-design about two years ago - from what I understand they made it an entirely different course, total rip up and re-do. I hadn't played the old one, but I do play occasionally with a group of friends that live in Delaware and they made the comparison of <insert old, crappy thing here> to <insert newer, much better thing here> - pace of play sucks but it's a decent public course, middle of the pack for this area. I haven't played any of the others you mentioned, others in Delaware I've played are Back Creek, Delaware National, Deerfield, White Clay Creek, Brandywine CC...maybe some others too that I cant remember.
I don't go to UD, this was the only course in the area that I knew about that was open - I live about 50 miles northwest of Delaware so have golf will travel - I got the email on Tuesday that they were and booked a time immediately. There was still some snow in the bunkers and the water hazards were iced over, but the fairways/teeboxes/greens were all dry - only small pockets of standing water elsewhere. One of my buddies in my group had his first hole in one that day, pretty exciting.
The course I live on and others in my immediate area won't be open for at least another week or two due to the snow/moisture. It wasn't cold, low 50's, sunny with a mild wind - it was basically the same weather I had on my trip to Florida two weeks ago so I was used to it - first day of "nice" weather for this area so everyone was outside.
