Well, weather-wise September can really suck but it's tolerable by the end of the month for the most part. It's not uncommon for 100+ degree temps well into October but I think low/mid-90s are more the norm. Which after suffering all summer is quite tolerable.
As has been said, if you're gonna come down primarily for golf, early October >>>>>>>>>>>>>>>>>>>>>> late October, even if it's 10+ degrees warmer. The mornings will be nice and the afternoons will be at worst tolerable (imo). I basically don't golf from mid-October to around Thanksgiving because of new grass, higher course fees, and cart path only policies, which lead to slower rounds. I have a theory that this is also the time when courses schedule the most charity scramble tournaments, because that way they can fill their courses with people who don't know or care about the course's condition and most scramble tournaments are slow as hell anyway.
So deal with the heat and play in or as close to September as you can. There is usually a schedule out by summertime which lists each course's scheduled overseed date. I can tell by looking at the Troon site that their courses are generally shutting down the first or second week of October.
Also, as noted, upstate golf is a great option until late October or so. Courses in Prescott or Sedona should be in top condition and fairly affordable.
