help interpreting travel vouchers?

Hi,
I have 2 travel vouchers for myself and my sister and I want to know if they can be combined to buy one ticket. The vouchers are from the same flight and were emailed to me as I was the one who had purchased the tickets for us for that flight.
"For ticket purchases, you can use up to two eCoupons provided the total cost of the ticket purchase is covered fully by both eCoupons."
"You cannot consolidate the value of multiple eCoupons onto a single one."
lol wtf? like what is effectively the difference between using 2 in conjunction with each other and "combining them into a single one"?
