There are some places to eat near Tune. First, there is the mini mart that trollolo talked about. They also have a cafe (somewhat overpriced). There is also a large and cheap Indian/Malaysian restaurant very close to it that is open 24 hours (it is in the basement of KLIA 2 like 50 meters away from Tune) and at least one other 24h mini mart.
During the daytime, there is a large grocery store that sells sandwiches/pastries, chopped fruits. Of course, there are lots of restaurants, but many tend to be overpriced.
Anyways, if you stay for two nights or less, then Tune might not be a bad choice. However, it really is a bad value. Plus there is no fridge, no kettle, or cutlery. For example, near KL Sentral, I've stayed at Hotel Summer View. It can be as low as $22-25 and has a free breakfast (price can change tho), and you can walk to it from KL Sentral. Ask for a room away from the road because they are quieter. They might not be happy if you bring back girls tho. However, there is no way a girl will go back to Tune from downtown. Taxi from KL Sentral to Summer View is 10-12 ringgit if you don't feel like walking and carrying a map. Also, Monorail is close to the hotel.
There used to be these grimey brothels around that area, but they seemed to have cracked down on them. I saw some of girls go in and some looked pretty decent. I regret not trying these just for LOLs. It was mostly for locals, but I did see some expats going in too.
Beach Club is aimed at tourists and is overpriced. Quality was not that great when I visited the first time five years ago, but it had some lookers. Last year, me and my friend didn't even entertain the idea of taking anybody.
Your best option might be Jalan Bukit Bitang (can take Monorail from KL Sentral), but expect that you might not find anything. Average quality is pretty bad overall in KL. This goes for both working and non-working girls. There must be some cheap places where locals go to, but they are not easy to find.

EDIT: Might not want to take the bus between 4-7 PM from the airport. It might take you 2 hours because of the traffic.
