i have traveled to / from playa several times with my dog, and i've lived here with my dog for 3 years. dogs are not allowed on the beach anywhere near the center of playa del carmen. very early in the morning (before 7am), you can usually get away with it without anyone hassling you. there are some beaches about a 15 minute drive away that are more dog-friendly.
buses i would imagine are a no-go, but taxis are hit and miss. there may be an official rule that dogs aren't allowed in taxis, but that doesn't mean any given taxi driver won't agree to take you with your dog anyway. some will see your dog and just drive past you. when they stop, i've had pretty good luck by learning to ask very politely in spanish if they will take me with my dog. you need to explain that the dog will stay on the floor, is very clean, and won't pee in their car. most drivers will agree, sometimes asking for a higher fare. some will refuse. at this point i'd say i can probably convince 7/10 to take my dog.
from the airport, it might be a bit tricky. i'd imagine that someone there would agree to take you and your dog to pdc, but it may not be easy. i'd suggest that you contact some of the airport transfer companies and see if you can pre-arrange transportation to pdc with your dog. expect to pay something like 900-1000 pesos (65-75 usd) one-way. i've had pretty good experiences with this company, although i can't remember if i've ever used them with my dog:

once you get to pdc, pm me and i can send you the cell-phone #'s of some dog-friendly taxi drivers. i have a list that i can go down and generally arrange for someone to come pick me up with my dog within 15 min or so.
