just go for st julians or sliema. st julians is the place for all the bars and clubs but u can get there from sliema in like 10min of walk or few mins with taxi
theres also beach called st georges bay in st julians which is pretty good even tho it gets really crowded during the summer
not sure if people have that many pets here in malta. theres bunch of cats living free tho
Doesn't seem like he's looking for anything like St. Julians though. Sliema is nice, got some good bars but there are some tourists here. Don't know much about living in the other parts of Malta though.
Pets are pretty standard here for sure.

All of Malta is very crowded and populated, I haven't seen a garden in a long time though I know they exist.
