all i really learned while in thailand is that i dont find the average thai girl as attractive as the average philippino or cambo girl, and that the language barrier is huge, people working in the airports couldnt answer simple questions so i doubt people somewhere like chiang mei or smaller places would ever have a clue what you were saying

as far as tips go.... just put in the footwork and keep looking, the more time you put into it the better your odds are, and when u see what u want head straight for it before someone else steals it away

In fact its the complete opposite places like CM Pattaya etc had higher levels of English than people working in the airport. Anyone you will be coming in contact with in places like patts will have pretty good English on the whole.

well i would expect people in patts to speak good english

but why are the people in the airport who have to be around white people as much as anyone in that country so bad at it?

Some people who work at the airport prolly can speak english. A lot of those people who work in the airport prolly hate getting asked silly questions, like where is the toilet, there is no end of toilets or sings pointing to them. so some might just make out they cant speak it. Also even tho they see thousands of white people a day, mostly they will have no real interaction at all.

The thais who are around us everyday and who have business that need us, from bars to laundries and whatever else speak it well the better they speak english the better they do as a business, also english becomes the default language for all other nationalities here too so it is widely spoken.

You can be surprised by people sometimes. Many people just like to listen and not talk. In Korea, I'm sure more people speak English then they let on. Koreans are pretty shy about how well the speak English.
I love pretending I don't know Korean :P
