If you need to call a local branch, I would say that's hit and miss because even if you have the number, it depends (if someone answers) if anyone in that branch speaks English and is present.
I have also gotten helpful responses in the past by simply contacting them through email on the Bancomer homepage or contact link. They usually respond within 1-2 days. I speak Spanish, but if you want to write your email in English I would think they can make sure it gets to the right place.
If you have a preferred account, you could contact the PCU, which used to be the expat branch with English speaking execs but I noticed they have been closing many of those physical branches in the past year or so, so maybe they are phasing that service out. There is also a link for live chat on the Bancomer homepage if you're interested. I find it helpful and convenient for quick questions but unfortunately I think they only speak Spanish. You could try it maybe with Google translate if the other options don't work out.
