Worked for me at both Bancomer and Scotia in PDC. Didn't work at HSBC, they required a FM3 (or at least they thought they did). When you go in, just act like it's totally standard, most of them won't know what's allowed because they probably won't have much experience opening accounts for non-citizens. If you go in and ask what's allowed and what's not allowed, you're way more likely to get shot down than if you are confident. If they tell you that you can't open an account with just FMM/passport/utility, tell them you know for a fact that several others have done it. Sounds crazy but doing all this will help.
