No you said Thailand is clamping down on us (online workers) for abusing tourist visas. They aren't - he told them he worked online and they let him in. They're clamping down on people working in Thailand (illegal tour guide, boiler room, etc.)
There is no published limit on using tourist visas you just need to prove you aren't working here.
I PM'd BKKYOLO for more info, he only ever spends a couple days at a time out of Thailand every visa run. Since 2014 this kind of short duration trip triggers an automated 'out/in' alert. Combined with Cambodia, the cheapest destination, it looks like someone working in Thailand (low salary).
I usually spend 2-3 weeks outside and mix up the countries, sometimes 2 countries at a time, like bkk->manila->saigon->bkk.
It's also possible to get unlucky and catch an an overzealous officer on a bad day. Looks like he did, and I've been running good (7 years). But even still, he got let in and there's no official restrictions.

Now that he's been let in, I think he can safely just continue. He tells me there's no stamp/mark/note in his passport. It's most likely just a moody officer trying to save face when he told him 'don't come back for long time' after letting him in.
I don't think he specifically is 'on their system', otherwise I'd be by now. I think it's just the 2 day trip to Cambodia that triggered an automated alert.
