My take on the ACR card and them not asking for a return ticket would be uneducated check in staff. I have permanent residency and my ACR card is exactly the same as a tourist one except mine has the word permanent opposed to temporary.
A friend returning to the Philippines from the UK got asked why he did not have a return ticket so he said he had permanent residency. Response to this was they said if you have permanent residency you have to have an ACR card. He showed them and was ok.
So my take on the situation is that with no return ticket they ask to see proof of residency and have been told that any ACR card is sufficient. However globally education levels of Filipino immigration laws by check in staff is going to vary so IMO it is still going to be a risk not having a ticket.
I'd still say a refundable Cebu Pacific flight is the best bet.
