Those things don't exist in the same place otherwise I would probably be living there. There are handful of beaches with good internet but those are far away from big supermarkets. You can get good produce anywhere but the vegetables won't been all that diverse and probably wouldn't meet your definition of high quality.

Panglao has good internet and beaches but you definitely won't find western grocery items and it's not really that close to the city.

Mactan is probably your best bet but the beaches are not great and expensive so I wouldn't really see the point of living there.

There isn't really a decent beach within 2 hours travel of the city and that far out you will most certainly struggle to find internet and/or adequate grocery.
