Titan poker does not, I believe. I think the iPoker network has pretty strong anti-rakeback terms with their affiliates.
Some iPoker sites have loyalty programs that seem to be kinda sorta like rakeback. NoIQ Poker I believe is one, but I don't know the details. Check on the Internet Gambling and Affiliates/Rakeback forums.
