There are a lots ofcombos of 1 pair hands on the flop, which on the turn add the gutshot.. So, villain could be bluffing with all those hands on the river.

To your specific question - if villain is aggro who could turn his pair+gutters into bluffs on river, then this line may be better. But against a general passive villain bet/bet/bet is going to be better to ensure you get max value.
