2. As to whether we can 3b/fold pre, I think in this spot 66 near the bottom of my 3b/value range, and the question is whether we should have some hands at the bottom of that range that we can fold. I completely understand having hands like weak Axs or one-gapped broadways that we 3b as bluffs because they're not good enough to call or raise for value.

I'm just asking questions, not saying I'm right or wrong and am way more likely to be the latter.
1) No, assuming our opponent doesn't bluff with A high or a pair, calling a hand like KQ or any ace high on the turn is better than 66 as it has a lot more equity vs his bluffs. You shouldn't be flatting much, and once the IR bets a flop 3way and bets turn again, it's ok to let go of some pairs.

2) I would jam some hands here and would 3b/fold and 3b/call some playable weak hands and nutted hands. But there are many strategies here that are close in value, and specifically 66 is not a hand that I think will show a massive difference in EV between flat, 3b/call and jamming. I don't see any reason to 3b/fold though, pretty sure you're priced in once you make a reasonable sized 3bet.

The pre flop flat is just fine. Don't really want to 3b jam that many bigs. Instead of the CR on the flop you should just jam over his cbet. You are ahead of most of his range here which makes the check shove profitable
